I’d guess we just didn’t have sufficient surveillance for any surge to show up, if there was one.
The cases in my state were in/around college towns.
Like this one county in the delta that spiked like 40 cases early on. It’s a podunk county. We were like WTF is up with that? Then realized there’s a college there. Lots of locals attend. Went to spring break, came back home with the woowoo.
Also the 2 main coastal counties led the way for a while just behind the capital city region. IIRC they’re still up there numerically.
