I'm not sure if it helps the northeast fishery industry,
but ever since NOAA illegaly established "catch shares" for both commercial and recreational fishery,
most experienced fishermen have already left the industry.
Congress has specifically stated at the time of guidance to NOAA that the catch shares program was not to be implemented; NOAA ignored this directive.
With NOAA 'catch shares' most Northeast commercial fishermen couldn't meet their operating expenses and went bankrupt.
Then their boats, equipment, and catch shares were bought up by Chinese and foreign investors at $0.10 on the dollar.
This debacle occurred in both the Atlantic and Pacific coastal waters.
Can they be brought back? Once again China allowed to buy up US business
