Because the government agency that manages the disbursement of funds is so woefully inept and unprepared some folks that applied over 2 months ago have yet to see a nickel.
All government agencies in New Jersey are inept. I lived in that dump for my first 33 years. That is where I made the saying “To err is human, it takes a government bureaucracy to make a real fustercluck”.
