At the current level of technology, no one has the ability to create a new virus that would function according to the creators' plans. We can only use what is already in nature.
The main issue here is that the communist government tried to hide the outbreak instead of taking the early actions that could have stopped it back in December. They punished doctors who spoke up. It is a Communist trait to try to hide bad news instead of addressing it openly and trying to solve the problem.
