I don’t get it. If she had a kayak, why did she drown?
There is breaking surf at the mouth of the bay. You are violently ripped from your small boat when you get in it. She may not have been wearing her PFD (Personal Floatation Device) (or not had it on tight enough as it was found on the beach with the kayak).
She may have had a Type III PFD, which is commonly warn by paddlers. This type is for calmer waters where you can be quickly rescued.
