Regarding the Federal Death Penalty, found this:

There are about 60 different crimes that qualify for the death penalty. As usual, some district court clown in a black dress always manages to put a hold on the executions.

So, yes, there is a federal death penalty. It is very rarely used (last in 2003...was that McVeigh?). According to my reading, the method to be used was penobarbitol or some such drug.
