Saudi has millions of foreigners who work there.
Some are nurses and doctors and at high risk
Some are maids, sanitation workers, etc and high risk
And a lot of the oil and construction workers live in crowded dormitories or barracks so they spread diseases to each other.

So unless they sleep outside, they are at risk.

Even in clean Singapore there is a major outbreak in their foreign workers who do manual work
