US Constitution, Bill of Rights, Amendment I:
Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the government for a redress of grievances.

Without a presidential declaration of martial law temporarily suspending First Amendment rights the individual states have no legal right to do so. Quarantining confirmed COVID-19 cases and those proven to have been directly exposed to active infections is reasonable. Quarantining healthy citizens with no known proven direct exposure violates their Constitutional rights. Am I wrong about this? Where are the court cases?
