If you look at the pool table phot, the left hand cue touches the Presidential Seal to form what could look like a P, and the right hand cue has space between it and the Seal.

When I looked at it, I thought 'P 1' or 'Phase 1'.

After phase 1, all hell BREAKS loose as the balls are broken up and scattered.
