In effect he would have to use the Insurrection Act to get military to act as law enforcement.

After Hurricane Katrina, a change was made to the Emergency Powers Act, allowing the use of military inside the USA during a National Emergency.

Another article was posted discussing about 137 Emergency Powers available to the President during a National Emergency. He doesn't have to invoke them, but they are available.

I’ve posted an article that mentions 6 such presidential powers, and the the use of mil inside the USA after Hurricane Katrina was mentioned. But I never saw the article about 137 powers, could you direct me to it?

Those changes in 2006 were repealed in their entirety in 2008. So the Insurrection Act is back where it was.
