I think Andy MacArthy really nailed it on Tucker’s show tonight. Flynn was never seen as a threat, he was seen by FBI as a barrier. They were on a mission to get Trump and Flynn as a seasoned intelligence professional would sniff out their shenanigans and warn Trump to make sure proper safeguards were in place to prevent them from doing exactly what they ended up doing. So they had to get rid of Flynn first because Trump and his team were all greenhorns and would be easy targets once Flynn was out of the picture.
This makes the scribbled note make a lot of sense, “what is our goal?” Either getting him fired or indicting him would accomplish the “goal”.

I just read today but have no idea where (had guest and it took hours and hours) but Flynn was getting ready to audit the FBI and/or DoJ for stuff. Plus they knew he knew everything being intel. They definitely saw him as a threat.
