I would think any administration would have such a contingency plan. We even have plans on what to do if attacked by Canada. Scenarios pre-written, pre-funded and filed away for ‘whenever’.

They are supposed to have plans in place for any transition of power. Death, illness, elections, or what ever. If they weren’t doing this, the article would say, ‘Trump is planning on staying in office for ever. No plans for peaceful transition.’
Trump should stay in office indefinitely. In order to save our nation, Trump should postpone the election for 4 years. /s (sort of?)
