Two people on a visit, masks for those being visited may be included too, and tens of thousands of folks to visit? Add in the potential for returning for more visits later as well as other calls. A round million may not be that out of sorts.
Sorry but I do NOT see a fire department doing “ tens of thousands’” of home test deliveries ( which must be prescribed) OR handing out a million medical grade masks to home dwellers
