Wilson was far less effective at kicking the Constitution to the curb than FDR was, both in peace and war.

I would maintain that Wilson's depredations to the Constitution paved the way for FDR.
Namely;
1. After reconstruction the military and the Federal Civil Service were desegregated. Wilson re-segregated both. Separate toilets in Federal Buildings were provided for whites and blacks. Unconstitutional.
2. The Espionage Act and the Sedition Act were passed under Wilson ( Clearly unconstitutional) and he vetoed Congress's repeal of those acts.
3. Before WW I Wilson promised the US would not get into the war and once we were in Nationalized the telegraph, telephone,railroad and distribution of coal. (Clearly unconstitutional).
4. During the war he imprisoned thousands for criticizing and protesting the war. Clearly unconstitutional.
5. Established the Federal reserve. Clearly unconstitutional.
.6. Arrested suffragettes who were protesting for the right to vote. The women were force fed while in custody. Clearly unconstitutional.
7. Invaded Mexico (9 times) Nicaragua, Haiti, The Dominican Republic, Cuba and Panama all without any Declaration of War by congress establishing a bad precedent for future Presidents ( Clearly unconstitutional)
8. Under his administration the 16th, 17th and 18th amendments to the Constitution were passed effectively destroying the very Federal nature of the constitution.

His foreign policies (except for tariff reductions) were a disaster, He supported the Russian revolution leading to the cold war and got duped by France and the UK after WW I imposing unsupportable reparations from Germany leading to WW II.

None of the above should be taken as any sort of defense of FDR who was an awful peacetime President.
