What’s this difference between levels of labs? Level 4, level whatever.

In my brief experience working in path labs I came to understand it as the level of biosecurity and thus what type of pathogens could be allowed in the facility.

As in low level labs could be just a locked room in a facility to do random blood testing vs a high level facility with access controls, perimeter fencing, isolated from other buildings, multiple air locks ect.
