The ban on selling bear bladders is so that black bears don’t get wiped out. We don’t want to have the population depleted for such a thing.
There is no reason to believe a ban is the only way to regulate the bear population.
We are at the point of not having sufficient hunters.
We can, for example, tag the gall bladder the same as the bear is tagged.
You could even charge a minor "export fee" to keep track.
That would give some money to the bureaucrats to keep them supportive.
With DNA testing one can tell the legal from illegal.
With 10’s of thousands of legal bears harvested.
The price would drop and reduce the pressure to illegally harvest.
