I read that as 200 times what was transmitted so

I was wondering how the return signal could be stronger than what was radiated.

This is right up my alley from my Electronic Warfare days. I am having to find UNCLAS sources for what I am posting to make sure I don't write something I shouldn't.

The return signal strength is dependent on a number of factors. If you are interested, the formula is here.

Higher frequency radars will resolve smaller particles at the cost of shorter range but are generally less expensive. Larger particles return more energy. Hail and sleet give the brightest returns.
