Wasn’t cable TV (also known as “pay TV”) supposed to be commercial-free?

I remember cable TV way back in 1960. Yes, cable TV was in some areas back then. They still had commercials in it.

Wasnt cable TV (also known as pay TV) supposed to be commercial-free? I remember that was a big selling point circa 1978-1980. The angle was that over the air tv was funded by commercials, but cable tv was supposed to be funded by the monthly bill INSTEAD OF commercials. This lasted about 2 minutes.
The result is cable subscribers spend a large portion of their bill to buy commercials.
