Or maybe folks are staying home because they know about those 21 cases? If 21 people have it at my work, I have to choose if I want to keep working and bring it home with me to infect my family, keep working and quarantine away from my family, or call in sick and stay with my healthy family.
Can’t they make more sitting at home, than they do going to work?
I know I’ve seen some cases of folks who are.
