Computers are so fast that physical size is a limiting factor. Using light for longer distances (we’re talking inches) across circuits allows for larger overall size.
What is the difference is velocity, comparing signal on copper and light in “glass”? My impression is these velocities are not much different, both being fairly close to “c”.
