I would bet our country-Russia-China-No. Korea -India-Iran etc. would be working on weaponizing viruses for warfare just like the weaponizing of nuclear devices is ongoing.
Before you use a virus biological weapon a vaccine and treatment has to be developed.
China had not reached that stage when the virus got loose.
