This page can explain it better than I can.

But it boils down to what Kim told Lalo in the last episode: "Get your house in order!"

Lalo was in jail. Tuco is in jail (and an unstable drug addict). Hector's in a nursing home. The Salamanca operation is in such shambles that there's no one--not even Lalo's own men--that he would trust with bringing the bail money in person. Even if there were, like the twin cousins, if they were stopped by the police, they would have no plausible excuse for why they have 7 million dollars in cash. But Lalo's lawyer would have an excuse--thin and suspicious as it may be. Attorney-client privilege.

Kim also points out that there are no off-shore accounts prepared (like Gus has) to send anonymous wire transfers.

Lalo's only option was to send Jimmy/Saul.

Nacho is Gus's spy. Whatever Lalo is doing or thinking of doing, Gus will know through Nacho. That's how Mike knew to keep an eye on Jimmy in the desert--and he may have also had a tracking device on the gas cap of Jimmy's POS car.

“he may have also had a tracking device on the gas cap of Jimmy’s POS car.”

Could be. They use the car tracking devices often.

And was it the twins who were tracking Nacho’s Javelin? Someone was holding a device, and pulled out behind the Javelin — to follow it, I assume.

(Good link to recaps of episodes. Thanks.)
