during the Pres. Obama years, Peking Univ. was constantly getting a million + a year. A lot of money also going to China for aids\std research.
It hasn’t stopped in the Pres. Trump years. though the dollar amounts and number of awards are less. And these awards are based on a fiscal year, so probably Oct-Sept ?
So 2009 belongs to Pres. Bush. 2017 belongs to Pres. Obama.
Usually the big grants are multiyear, and can get renewed.
