At-risk populations are where diseases are first detected. Eventually the entire population is at risk.
Yes, I'm a physician and have seen them, including in their 30s without preconditions. Plus, with regards obesity as a risk factor or ‘pre-existing condition’, the rates of obesity in the US are quite high, and would include a lot of people.
I agree that the large majority of people do not get severely ill. However, those who do get very ill have a high morbidity and mortality.
