That's my question. How many were symptomatic? How many didn't know they had it at all? How many merely had a subset of the symptoms, mild enough to not even worry about?

This would seem to be incomplete reporting, but the "right" message if you're just looking to instill a little fear. "Oh my gosh! Look how many people are infected there!" Yeah, but...
