I watched it. It doesn’t say what is attributed. She clearly says that if you have an underlying condition but go the hospital for COVID symptoms which exacerbate the underlying condition and then die from them, to apply that as COVID.

She clearly does NOT say that just because they have the Wuhan coronavirus to attribute the cause of death to COVID.

She says that some other countries have been under-reporting COVID deaths in the exact inverse of what the headline is implying.

This is the normal way causes of death are attributed.
