Most HCW unions in the USA specify that hospitals and other health agencies cannot send HCW to take care of people with an airborne pathogen without proper PPE. The same is true with most western airline employee unions
Hence the WHO and CDC will never, ever declare a pathogen airborne because they would lose their power to coerce ill-protected HCW to treat the sick to stop airborne pathogen based pandemics
