Not sure why they used a hexopus as the symbol for Hydra, the international criminal organization bent on taking over the world, but there it is.

When I think of the Deep State, I think of it as a Hydra-like organization. Sometimes Cobra Command, another evil comic book organization. And then sometimes as KAOS, a real life one.

It helps make things easier.
