Naaah...looks like a witches circle/Mystery Schools symbolism to me, to cast a spell on the people by manipulating energy and spirits for [They] desired outcome. But that's crazy talk. But maybe.... ;)
Anybody that has played the game of dominoes, understands that each tile is unique in their numeric combination. However, in the second ring from the middle, there are the following four tiles,

2/4 (repeated, which would not happen in a proper set of tiles)

The 1st, 2nd, and 4th tiles == 666 (coincidence?)
