The RPV Convention must be held before July 9th. The Republican Congressional District Conventions and Senate primary must decide the Republican nominee by 11:59 pm on June 9th. This EO makes it extremely hard to impossible to do so.

The elections have not been cancelled as of yet, nor have restrictions been put in place that would limit voting to mail-in only.
Until those restrictions are made, local election officials are required by law to hold public elections.
And as of now, they are still planning on doing so. Don’t underestimate how difficult a task that may be. No one wants to volunteer to work at polling stations.
It’s widely speculated that Northam is trying to depress GOP turnout in the VA primary.
Constitutionally, the government cannot close the churches, or arrest you for gathering in groups of 11 or more, either.
