Makes sense. Trained personnel who can rapidly deploy to hotspots is becoming a bigger issue than material shortages.

The only problem with mobilizing medical reserve units is that they are manned by otherwise civilian MDs, nurses, techs, etc., drawing them from facilities where they are also needed.
