Quarantine, historically and legally, has been for sick people.
So I do think there is a good argument to be made.
The fear of course is that the courts would declare we can quarantine the healthy just in case whatever. But at this point what do we have to lose?
I wish a ton of lawsuits were being filed.
Technically, diseased people are ISOLATED, not quarantined.
Quarantine is what is done with unknowns. Hold for a time, and if no disease, release.
On the lawsuit angle, there have been a few at least. Most on RKBA.

Technically, ordered isolation is for sick people.
Quarantine is designed in statute and practice to separate the sick from the healthy when you have some reason to suspect some number of them have been exposed to an infectious disease. And those laws allow for confinement in a designated place.
Right or wrong.
We can't do that yet, because we are still ramping manufacturing.
