Well, hospitals are closed for ordinary inpatient and outpatient services due to CV, so that is effectively the same as being overwhelmed by CV in my opinion.
But are they “closed” in ANTICIPATION of COVID-19 cases, or are they actually full of COVID-19 patients? I think that is a very significant distinction.
