The children are probably there as part of a daycare/interact with the elderly program. It really helps the oldsters to have kids around...in some cases, they’ll actually have someone who is on their level to interact with. The daycare serves two purposes: child care for employees and elderly interaction.

The children don’t live there, lol! Can you imagine bedtime with a bunch of little kids and sundowning old folks? LOL!

Well, I don’t know, look at the definition below. There are many levels of long term care. Don’t have to be old, but mainly is.

“Long-term care” means helping people of any age with their medical needs or daily activities over a long period of time. Long-term care can be provided at home, in the community, or in various types of facilities.
