I hear you and mostly agree, but quinine does have a lot of side effects, and not everybody will be a good candidate for it. In other words, if you treated everyone with quinine, some would most certainly die as a result of the treatment. And with politicized medicine, a single death is sufficient to shut down (cancel) all further exploration.

That is true of every drug really - note the long, disclaimer fine print on virtually every medicine package, prescription or not.
As this is a known drug, with known side effects, its potential downside is already pretty well-known. I think a couple of freepers expressed concern that they have had a bad reaction to this particular medication.
