 The martial nature of the President's tone when speaking at the send-off for USNS Comfort is quite sobering. The "hot zone" aspects of illness in specific locations makes me think there is intentional spread there and to halt it he will enforce quarantine. It's even possible that these two ships (Mercy and Comfort) are present to protect those enterring medical treatment from intentional as well as unintentional spread. Just my 2 paranoid cents:
