I like the county rating idea.

You can click on a state then on a county on the state map to get it’s score. The score is based on the number of cases and the reduction in distance travelled, as determined by cellphone location data through the cellular network.
Counties with high scores (i.e. those that have done the best to comply with social distancing to limit the spread) and who are not close to outbreak areas should be the first to get back to normal, with new guidelines that maintain the same preventive measures.
