Right?! They should have started buying and making ventilators and PPE at the very least.
The public/private partnership to generate masks, PPE, test equipment and lab supplies, ventilators etc. could have been in place—and would have been non-controversial.
In addition, FEMA and the National Guard could have been building field hospitals and putting supplies in place—again non-controversial.
