Oh well, I’m still pissed at them, so CDC (and WHO) are my first two targets.
As far as telling hospitals to be stocked up...whoever directed that was a TOTAL IDIOT (or didn’t know that hospitals are businesses that exist to make money and will not stock dead inventory unless required to under penalty of imprisonment).
As to the states, same thing - how many votes is a warehouse full of masks going to get politicians? And it should have been understood that the need was FAR BEYOND the capability of people at the state level to even comprehend.
The Hospitals have always had that rule. It goes back decades. It’s a requirement under the Joint Commission. It’s for emergencies, declared emergencies.
The problem is the bean counters running hospitals treat it like the Social Security Trust Fund—it’s sitting right there...we will replace it when we HAVE to.

Oh...there’s none to be bought...it’s the Fed/CDC fault.
This virus is exposing a lot of things that are going to piss off a lot of people—and demonstrate the greed of the people who own US corporations.
How many votes for face masks will you get next year?
