I understand, but steps take based only on “conditions on the ground” are reactive, not proactive. Preventative actions can no doubt be overdone, but by definition they are actions taken in anticipation of conditions, not solely based on existing conditions.
Yep...totally understand that, but conditions on the ground certainly play into the decisions so we don’t crash an economy and unemploy people based on other countries that have different social norms, hygiene conditions, hospital conditions, etc....the world populations are not monolithic
