Nurses and doctors would have to don kevlar under their suits.
Most would just stop coming to work.

Yes, they’d be totally closed. Hundreds dying in the parking lot. Panic everywhere. No one would go to work, not the people at the water company, not the city government people, no one. Everyman for himself.
Like I said, the center does not hold in a burn through scenario. You have to form a new government out of the survivors. It’s not an option.
