Parts of Italy were in lockdown prior to March 1, so for those areas they are in lockdown day 21+.

Only patients that are hospitalized and may have COVID-19 are to be tested for the virus in New York City, says the New York City Department of Health in a new memo.

This testing thing is _hard_, and nobody was ready to deal with all the implications of making it work on the ground.

To be fair, Wuhan is still locked down. That probably is the explanation for there being less than 20% of the normal traffic volume. Or they are all dead, welded into their apartments (does starvation count as an underlying condition?)
