Based on the Worldometer graphs, the date for shutdowns was February 23. Can you imagine the people who have trouble with math and are given to wild conspiracy theories today would have handled it then?
Governments always do the right thing about 1 or 1.5 incubation periods too late.
There are lesser steps than shutdowns. Just implementing testing, which most hospitals can do, would have helped.
And all Governors have that authority.
There are also limited shutdowns, preparations, etc, that Governors can do.
A good Governor would have taken steps mid-January.
