Yes, a proportion of bad apples, and the unions have made the profession its own worst enemy by coddling them.
There is plenty of content on the web, which could be assembled into a series of lesson plans for most. May not need all the staff currently on the payroll. Some will be needed for certain circumstances (special needs, makeup work for the sick, etc.), and monitoring progress.
Question is, will parents step up? Again, many will. Those who can’t manage this can get help (e.g., disabled).
What to do when there are those parents that refuse to do their part is where the real paradigm shift will be.

I live in a town of doctors and lawyers. There are some smart people in their fields. But when it comes to their kids...they are treated like pets.
In the local communities, the parents are morons. Legitimate, illiterate, morons.
