Yep, but with 99% alcohol I would recommend it. IT IS STRONG

You don’t need essential oils, aloe vera, or 99% alcohol.

All you need is regular 91% alcohol, glycerin, and water.

Yep. If a soap maker claims otherwise they fall into FDA regulation territory. Drug claim or cosmetic claim. And yes they can get in big trouble for that.
