I worked in IT all my life. Outsourcing may look fine on paper, but I suspect that there are hidden costs that counter the positive financial analysis performed up front. There are some things that Americans do better just because of our culture of capitalism and competition. Two people from different cultures are inevitably going to interpret the same written requirements differently. If that makes any sense.
Very many US companies see IT as a necessary evil that they dont really want in the building where they have to look at it. Any hidden costs are more than offset - in their minds - by the benefit of being able to pretend their firms run entirely on the executives own brainpower, rather than being dependent on the work product of the socially maladjusted misfits they used to beat up in high school. :)
