It’s particularly funny that it seems Biden thinks he is totally lucid and on target and his mannerisms and follow through helps drive this home. He says something totally disjointed, but he has a smile and confidence through it all while methodically speaking his nonsense words.

If you could see a competent politician from a South American country, but didn’t know Spanish, you would perceive the speaker was on his game, with the way he looked around and at you. This is Biden, with what he thinks is English.

It’s really not funny. Those with cognitive issues as this often don’t realize they’re off the mark and will just continue to chit chat as they believe they’re engaging with you. And even when they know they’re not completing sentences they keep going hoping you didn’t see it.
