I wonder if provisions of Robert T. Stafford Disaster Relief and Emergency Assistance Act, 42 U.S.C. 5121-5207 (the “Stafford Act”) would allow the arrest and detention of biased prog federal judges that attempt to ban any aspects of the emergency measures?
