That headline is a hack job. He said that the way the CDC has been setup for years (long before Trump) was not setup to handle the volume of tests that this pandemic presented. That is a failing of the current system. The Trump team saw that failing and instituted a new system of testing (announced today) that is more in tune with a pandemic like this.
