The truth is that even if a crazy high number like 50% is reached, that still leaves over 150m people capable of performing critical tasks.
How many people know the 3, 3, 30 rule? You can survive 3 minutes without oxygen, 3 days without water and 30 days without food.

The possibility of rolling brown outs and black outs was briefed to the Dallas City Council Thursday (3-12-2020) by the Feds.
This information is being passed low key to people who are keeping in contact with the Dallas City Council liaisons— not blasted in the media.
However, there isn’t a Home Depot, Lowes or farm supply store within 100 mile of Dallas right now that has a portable electric generator. (Yes, I’ve looked)
You cannot find rifle clips/magazines without going mail order. (Again, personal experience)
And the liquor stores are as slammed as grocery store paper goods isles, judging from the parking lots.
